Vallejo emphasized NMB is rolling out the red carpet for businesses by cutting red tape to streamline licensing, permitting and inspection processes; keeping an open door policy at City Hall, where meetings are always welcome; ensuring the city is wellmaintained; reducing financial burdens; and eliminating wasteful spending. ?We trimmed $7 million out of a $45 million budget and pension reforms will save us $3 million per year. Afghans warned: The taxman is coming after you

By Katharine Houreld

KABUL (Reuters) - One of Afghanistan's most surprising success stories lies tucked away on a potholed street notorious for suicide bombings and lined with rusting construction equipment.

The work of the country's top tax collector is more inspiring than the view from his office in Kabul. Taxes and customs raised $1.64 billion last financial year, a 14-fold increase on 10 years ago. That means, now, the government can pay just over half of its recurrent costs such as salaries.

Thanks to tougher enforcement procedures, Afghanistan's tax to GDP ratio today stands above 11 percent - ahead of neighboring Pakistan's dismal 9 percent.

Increasing revenues is vital as donors begin reducing aid ahead of the 2014 drawdown of NATO troops, who have provided the backbone for security since U.S. forces invaded after the September 11 attacks on the United States.

By the end of this year the United States alone will have spent $100 billion on Afghan reconstruction. But future pledges are a fraction of that.

"We are largely dependent on international aid. We would like to be independent," said Abdurrahman Mujahid, the new head of the revenue department. "I would like a sustainable Afghanistan for all the children."

Despite rising revenues, the government will rely heavily on donors for years to come. Taxes, customs and mining revenue will only meet $2.5 billion out of a $7 billion budget this year.

Most of the revenue comes from large corporate taxpayers, who complain their payments have not improved power cuts, potholed roads or security.

Corporations pay a flat tax of 20 percent - the same rate for an individual earning over $2,000 a month.

But unlike developed countries where personal income tax generates a sizeable chunk of revenue, most Afghans scoff at the idea of giving the government some of their meager earnings.

The average annual income, in a country ranked one of the world's poorest, is just $470, according to the World Bank. Those making less than $100 a month don't have to pay tax.

"It's not a good government," said moneychanger Abdurrahman Arif, 28, as he held a wad of soiled notes and scanned for customers. "I don't pay tax. The rich people don't and the government should go to them before they come to me."

Afghanistan has a similar problem to neighboring Pakistan - the very wealthy don't pay their share, and weak institutions often have little way of forcing them.

Authorities admit that taxing the rich isn't easy in a country where the powerful often command militias. But Mujahid promises tax evaders will "be introduced to the law enforcement agencies".

SUBSTANTIAL ACHIEVEMENT

Much of Afghanistan's money is in an undocumented black economy. Corruption is endemic and the country produces 90 percent of the world's opium. Billions of dollars in cash leave the country every year in suitcases.

The security situation is discouraging. Taliban and other militias have made gains in many areas as foreign combat forces wind down their missions.

But some Afghans still manage to make money. Many businesses are fuelled by the aid dollars that have poured into the country over the last decade. Luxury supermarkets, travel agencies and stationery shops crowd the capital's streets.

A U.S. embassy official in Kabul commended Afghanistan's ability to raise tax revenues.

"It's a pretty substantial achievement," the official said, but noted the nation still faced a large funding gap, partly because of its huge security bill.

"It's going to continue being a problem until they can get revenues from the extractive industry, and that's going to take some time," the official said, referring to Afghanistan's rich but undeveloped mineral deposits.

Donors currently pay for just under half Afghanistan's operating costs - mostly government salaries - and more than three-quarters of all development projects like roads, dams and electricity equipment.

Rampant corruption means this money is often stolen, angering donors, fuelling anti-government rage and keeping aid from some of the world's neediest families.

Donors hope that if Afghans foot more of the bill for public services they may become less tolerant of graft from their leaders.

PUGNACIOUS PREDECESSOR

Mujahid, the new head of the revenue department, has large shoes to fill. His predecessor Ahmad Shah Zamanzai oversaw much of the department's growth and didn't shrink from confrontation.

When a vice-president refused to pay tax on income from renting out houses he owned, Zamanzai threatened to leak it to the press. Elections were approaching. The vice president paid up.

Under Zamanzai, the tax department jailed more than 20 tax evaders, froze bank accounts, slapped on travel bans and shuttered the premises of businesses that refused to pay.

In one showdown, he took on the glitzy wedding halls that have mushroomed up in the capital. When the 60 or so venues refused to pay their dues, he had police padlock a dozen of the biggest until the rest fell into line.

Zamanzai was appointed head of the state-run Pashtany Bank as part of a bureaucratic reshuffle this month. His first task, he said, would be to use skills honed in the tax department to extract overdue loan repayments from powerful Afghans.

But the tough tax enforcement has angered some businessmen.

Najib Ullah Latify's spotless factory, full of humming machinery and rows of workers in blue overalls and yellow hard hats, stands a few minutes drive from the tax office. High Standard Pipe employs 850 people and supplies pipes for projects providing clean water all over Afghanistan.

Latify said he'd expand but harassment from the tax man was hurting his business.

In recent years, he says, he's been repeatedly overcharged by the tax office and promised refunds have not been credited. Officials frequently offer to slash his tax bill in return for bribes, he added. When he refuses, he says, officials disrupt his imports and suspend his license.

"I don't know what to do, I have shouted everywhere that they are ruining my business," he said.

"I don't mind paying taxes. Even if 60 percent of it is spent on drinking and shopping and trips for (politicians') wives, maybe 40 percent will go to schools or hospitals. But they must tax me correctly."

The new tax chief, Mujahid, was not familiar with Vitaly's case, but promised to investigate. More than 10 tax collectors - whose basic salaries start at $180 a month - have been fired for corruption in the last two years.

"Corruption is a part of public life in Afghanistan," said Mujahid. "We have the aim to make this department corruption-free."

This year he's planning to finish computerizing tax records, usher through a law on Value Added Tax, and strengthen collection in the provinces - more than 90 percent of government taxes currently come from the capital.

"There's a lot of achievements, but for sure we have problems, and the biggest problem is corruption," he said.

Meet the Investors of Social Networks and Social Media | Web ...

Which VC invested the most frequently in Silicon Valley Social Networks? Surprise! They?re from NY! This is part of my continue industry analysis of the changing digital space (see all posts tagged VC), but probing which investors are most active ?and are bellwethers for finding future growth companies.

NY Union Square Ventures Invested Most Frequently in Consumer Social Networks

Ever wonder who?s behind the backing of some of the fastest growing technology companies? To find out, I created tables and collected public data to list out the specific investors of each of the major social networks, and social media sites, and conducted frequency analysis of the investors to find out. This is part of my continued coverage of investors in the social business space, read the rest of my posts, analysis, and insights to this important group in our industry. One caveat, I?m not a financial analyst, I?m an industry analyst, and this data shouldn?t be considered for investment purposes.

Financial investment data of these social networking companies seems like it?s easy to get, but it?s very unstructured. ? ?The data was all over the web, it was hard to find a single repository of information, common sources were press releases, wikipedia, CrunchBase, and corporate web pages. ?It?s difficult to tell the specific amount each VC put into a shared investment round, even probing through the S-1 filings would not yield the specifics of each investor.

There was plenty of information about how much funding each startup received, but it wasn?t broken down by VC group. ??This analysis is based of the public available data on investment funding of the following consumer social networks: Facebook, Groupon, Foursquare, Gowalla, Twitter, Zynga, LivingSocial, LinkedIn, Branch, Pinterest, Digg, Reddit, Instagram, Tumblr, Yelp, WordPress (Automattic), and Snapchat. Of these players, only a few had public available data that they?ve been funded. Then, we segmented the investments by individual round, then looked for pattern analysis on which VC firm had invested the most frequently. ?Here?s the findings:

Variations on Investments Segments VC Strategies

  • Early Stage Funding Modest.?Research found there were over 120 distinct investors, which includes about 50 individual investors or angels. ?Among them, most investment rounds in A-X had multiple investors in each round. ?A handful of angel and seed rounds had individual investors. ? Seed round amount across the 17 startups was a mere?$3m, yet the sum of the angel rounds grew to?$863m, a big chunk of that amount is Reid Hoffmans multi million dollar investment into Zynga, which in some categories can be considered to be as large as some C or D rounds.
  • Later Stage Funding Balloons.?Across this category of 17 social networks, the largest rounds of funding were within C and D, each over 1 billion. A Rounds across these startups were a sum of?$85m, followed by B Rounds of $620m, C Rounds of?$1,2b, D Rounds?$1,7b, then a tapering off as E of?$452m F of $376m and G Rounds of $110m. ?As usual the later rounds had institutional investors, banks, and larger VC firms. ?The amorphous term ?venture round? (a sum of $2.5b) in this space was often a late stage growth round, which, in my opinion, was used to bolster valuation before a startups material event.
  • NY Union Square Ventures Leads the Way, Frequency Wise. ?While this doesn?t account for total size of investments, we found that NY based Union Square Ventures invested in many deals, and had up to 14 investments in social networks over the past years. Like most rounds, they were involved in multi-investor deals, and frequently was involved in majority of A and B rounds. ? This investor, placed many investments a early A, then came back for B through C after they saw traction.

Highlight: Digital Sky Technologies
While not a frequent investor, Russian based DST (I?ve had a dinner with Yuri to hear his strategy), when they did invest, it was large sums, and large amounts, their current investments include:
Lead investor of Facebook $200,000,000
Partial investor of Groupon $950,000,000
Partial ?investor of Twitter Round ?$400,000,000
Partial Investor of Zynga ?$15,200,000

Concluding Remarks: At first, it?s surprising that the most frequent investor of silicon valley social networks is NY based Union Square ventures, but if you look at the pattern, they placed early bets, saw growth, then double and triple downed their investments. While frequency doesn?t account for total fund performance, it demonstrates the specific strategy some VC firms are playing. On the other hand, Russian Based DST places few bets, but when does, places them big and strong, after seeing growth. Both investment strategies are needed for emerging markets, both for initial catalyzing, then followed by acceleration, then increased in valuation. These patterns help to define the market maturity of a space, and you should use them to identify maturity stages in the markets in which you?re acting.

hayjayt: What Types of Writing Careers Exist Online? - Writing ...

Number of View: 22

In the ?real world?, there are many different types of writing careers that you can get into if you are interested in writing for a living. You may want to write for your local newspaper or magazine, you could be an editor, or you could work on short stories, poems, or even a novel. But getting these types of jobs can be difficult if you don?t have experience and you don?t have a few degrees under your belt.

Thankfully, the internet has opened up a huge market for writers, both those with experience and those without. On the internet, you can be anyone you want to be, and if you say you are experienced, then who is anyone to question you? As long as you can turn out the work on time and it meets with your client?s satisfaction, then they have no reason to ask to see a copy of your diploma!

The fact is, there are an abundance of writing careers online right now, some of which pay extremely good money. Because the internet itself is based on lots and lots of text, someone has to be responsible for creating all of those stories, articles, website, and blogs ? and that someone could well be you. That is why writing careers are the fastest growing are of employment online.

For people who enjoy fast, informal writing, then writing blogs is an incredibly lucrative way to make money writing. These writing careers are essentially based on writing someone else?s blog so that they can make money selling a product or service. You are acting as a ghostwriter and your name will never be seen on the website. You can also write your own blog or website and make money on affiliate marketing, but that is often more effort than it is worth.

Article marketing is also a very profitable way to turn keystrokes into dollars. Many writers are finding that by writing articles on products or services for a client, there is an almost never-ending source of work. These articles are usually very short, easy to write, and require little to no research. You might not get paid much per article, but if you can type quickly, then this type of high-volume writing can provide you with a very good, steady income.

There are also more traditional writing careers online such as in the area of technical writing. Large companies with websites are always looking for freelance technical writers who can help them re-write their website, make it more user-friendly, or to introduce new material to their readership. The compensation on a per word basis is usually much better for technical writing, but it takes longer and there is not as much of this type of work online.

The truth is that as long as you can type, you have a computer, an internet connection, and you can find your way around the internet fairly easily, then you should have no trouble making a living online both now and in the years to come.

Vincent P. King is a professional ghostwriter who writes about any topic under the sun and helps good writers earn a great living.

Group plans free shotgun give-away to boost safety in Tucson

By Brad Poole

TUCSON, Arizona (Reuters) - A non-profit group plans to hand out free shotguns to residents of Tucson, Arizona in an effort to show that more guns mean less crime.

The Houston, Texas-based Armed Citizens Project has raised about $12,000 or enough to fund about 36 weapons, Shaun McClusky, a Tucson realtor who launched the Tucson effort, told Reuters on Friday.

The group has begun tracking illegal activity in three crime-ridden neighborhoods and will continue to monitor the crime rate after guns are distributed.

"This is about public safety. This is about people protecting themselves," said McClusky, a Republican who unsuccessfully ran for mayor in the city's last election.

Each single-shot weapon will come with a lock and training. Single-shot weapons were chosen because they are inexpensive and are unlikely to be stolen as criminals don't want them, McClusky said.

Tucson City Councilman Steve Kozachik, a Democrat who has advocated for stricter gun controls in Tucson does not agree with the underlying premise of the giveaway program.

"To suggest that giving guns to people in high-crime neighborhoods will make them safer is ridiculous. I think it's dangerous," Kozachik said.

He called the program a "solution seeking a problem," and predicted city residents will reject the program as it becomes more widely publicized.

Tucson rocketed to the forefront of the nation's gun-ownership debate on January 8, 2011, when college dropout Jared Loughner opened fire at a political meet-and-greet with former congresswoman Gabrielle Giffords. Six people died and 13 were injured, including Giffords who was shot in the head with Loughner's legally-obtained Glock handgun. She later resigned from the House of Representatives to focus on her recovery.

Loughner, who was subsequently diagnosed with schizophrenia, pleaded guilty to murder and other charges stemming from the rampage and is serving seven consecutive life sentences and an additional 140 years, without the possibility of parole.

Earlier this year, Giffords and her husband, retired astronaut Mark Kelly, founded the non-profit Americans for Responsible Solutions to advocate changes in federal gun laws. Giffords and Kelly are gun owners and support background checks for prospective gun owners and limits on the size of ammunition clips.

The Tucson gun giveaway is part of a broader program based in Texas. University of Houston graduate student Kyle Coplen founded the Armed Citizen Project hoping to show that crime rates drop when more residents are armed and trained to use the weapons.

"In training and arming law-abiding residents, we are saturating neighborhoods with defensive weapons, and measuring the effect that a heavily armed society has on crime rates," the group's website says.

McClusky agrees that guns can be an effective deterrent to crime. His current effort will include signs in each neighborhood telling potential criminals the guns have been distributed.

"You won't know where, and you won't know how many," he said.

The effort is locally supported by Black Weapons Armory, a gun shop that specializes in assault-style weapons. The shop will provide background checks and shotguns, said owner Tommy Rompel.

It will be a few weeks before the shop can get guns to residents, because a wave of "panic buying" followed the Sandy Hook Elementary School shootings in Connecticut, which left 26 people dead, including 20 children.

Virtually every type of weapon the shop sells - handguns, shotguns and assault-style weapons - is on back order, Rompel said.

"After the Sandy Hook shooting, the entire nation basically went crazy buying guns," he said.

Restaurant Performance Index Fell Below 100 in February as Sales ...

Friday, March 29th, 2013 ?

Restaurant operators remain generally optimistic about sales growth and the economy in the months ahead

Restaurant Performance Index Fell Below 100 in February as Sales and Traffic Levels DeclinedWashington, DC? (RestaurantNews.com)? Due in large part to softer same-store sales and customer traffic levels, the National Restaurant Association?s Restaurant Performance Index (RPI) slipped below 100 in February. The RPI ? a monthly composite index that tracks the health of and outlook for the U.S. restaurant industry ? stood at 99.9 in February, down 0.8 percent from January?s five-month high. February represented the fourth time in the last five months that the RPI stood below 100, which signifies contraction in the index of key industry indicators.

?The Restaurant Performance Index decline was due largely to softer sales and traffic results, which fell in February amid higher gas prices and the impact of the payroll tax hike,? said Hudson Riehle, senior vice president of the Research and Knowledge Group for the Association. ?In addition, sales and traffic comparisons were more difficult due to the extra day in February 2012 as a result of Leap Year.?

?Despite the sales and traffic declines in February, restaurant operators remain generally optimistic about business conditions in the months ahead, which suggests they feel the setbacks will be temporary,? Riehle added.

The RPI is constructed so that the health of the restaurant industry is measured in relation to a steady-state level of 100. Index values above 100 indicate that key industry indicators are in a period of expansion, while index values below 100 represent a period of contraction for key industry indicators. The Index consists of two components ? the Current Situation Index and the Expectations Index.

The Current Situation Index, which measures current trends in four industry indicators (same-store sales, traffic, labor and capital expenditures), stood at 98.3 in February ? down 1.4 percent from January?s level. In addition, the Current Situation Index stood below 100 for the 6th consecutive month, which signifies contraction in the current situation indicators.

With sales comparisons more difficult in February due to Leap Year in 2012, restaurant operators reported a same-store sales decline for the first time in 21 months. Thirty-three percent of restaurant operators reported a same-store sales gain between February 2012 and February 2013, while 48 percent of operators reported lower sales. In January, 44 percent of operators reported higher same-store sales, while 37 percent reported a sales decline.

Restaurant operators also reported a decline in customer traffic levels in February. Twenty-four percent of restaurant operators reported higher customer traffic levels between February 2012 and February 2013, while 53 percent of operators said their traffic declined. In January, 33 percent of operators reported an increase in customer traffic, while 40 percent reported lower traffic levels.

Capital spending activity also dipped along with the sales and traffic results. Forty-eight percent of operators said they made a capital expenditure for equipment, expansion or remodeling during the last three months, down from 52 percent who reported similarly last month.

The Expectations Index, which measures restaurant operators? six-month outlook for four industry indicators (same-store sales, employees, capital expenditures and business conditions), stood at 101.4 in February ? down slightly from January?s level of 101.6. Each of the four expectations indicators stood above 100 for the second consecutive month, which suggests restaurant operators remain generally optimistic about business conditions in the months ahead.

Although restaurant operators? outlook for sales growth remains positive, their expectations are slightly less bullish compared to last month. Forty-one percent of restaurant operators expect to have higher sales in six months (compared to the same period in the previous year), down from 46 percent last month. Meanwhile, 14 percent of restaurant operators expect their sales volume in six months to be lower than it was during the same period in the previous year, compared to 17 percent last month.

Although restaurant operators have a net positive outlook for the overall economy for the second consecutive month, their confidence is tenuous. Twenty-five percent of restaurant operators said they expect economic conditions to improve in six months, down from 30 percent who reported similarly last month. Meanwhile, 20 percent of operators said they expect economic conditions to worsen in the next six months, unchanged from last month.

Restaurant operators continue to make plans for capital spending in the months ahead. Fifty-seven percent of restaurant operators plan to make a capital expenditure for equipment, expansion or remodeling in the next six months, down slightly from 59 percent who reported similarly last month.

The RPI is based on the responses to the National Restaurant Association?s Restaurant Industry Tracking Survey, which is fielded monthly among restaurant operators nationwide on a variety of indicators including sales, traffic, labor and capital expenditures. The full report is available online at Restaurant.org/RPI.

The RPI is released on the last business day of each month, and a more detailed data and analysis can be found on Restaurant TrendMapper, the Association?s subscription-based web site that provides detailed analysis of restaurant industry trends.

Restaurant Performance Index Fell Below 100 in February as Sales and Traffic Levels Declined

Personal Computer Just Got Way More Literal With - Geekosystem

Do you know what the Singularity is? It?s that apocryphal-unless-it-happens sci-fi-like event, championed by Ray Kurzweil, in which humans and machines merge and we as a species are forever transformed. None can say whether the the artificial mind and the real mind will become as one, but we?re making advances in that direction every day. Now bioengineers at Stanford University have made transistors from genetic materials in lieu of the semiconducting materials normally used. A nice big step toward Singularity.?Biological computers!

It starts with the transistor, the primary building block of the digital world and the reason we have cars, phones, and video games.

Published in Science, this new development?is the work of postdoctoral scholar of bioengineering?Jerome Bonnet and his team. They?re calling their bio-transistors ?transcriptors,? and they?re made from DNA and RNA. ?Transcriptors are the key component behind amplifying genetic logic,? says Bonnet.

This means engineers can compute inside living cells, giving them the ability to monitor what goes on around them or even toggle on and off cell reproduction. Transcriptors determine the flow of a specific protein or RNA polymerase (RNA-producing enzymes) in a strand of DNA, like electrons through a wire.

In electrical engineering, there is something called a logic-gate, another of the building blocks of a computer, which uses Boolean logic ? a system of 1s and 0s which represent on or off, open, or closed. Bonnet?s paper says their transcriptors have their own biological version, which they?re calling ?Boolean Integrase Logic? (?BIL gates? for short), and these are the third and final component of a complete biological computer.

So what?s the use of logic? Bonnet said the possibilities for logic are as endless in a biological setting as in electronics:

?You could test whether a given cell had been exposed to any number of external stimuli ? the presence of glucose and caffeine, for instance. BIL gates would allow you to make that determination and to store that information so you could easily identify those which had been exposed and which had not.?

The team used very specific enzyme combinations to control the flow of enzymes through DNA. ?The choice of enzymes is important,? he went on to say. ?We have been careful to select enzymes that function in bacteria, fungi, plants and animals, so that bio-computers can be engineered within a variety of organisms.?

As a fan of fungi, that?s intriguing to me! Computer toadstools are hopefully the future. Maybe.

But seriously, the application of this technology is wide open and Bonnet is happy to share his team?s work with the public:

?Most biotechnology has not yet been imagined. Let alone made true. By freely sharing important basic tools everyone can work better together.?

All right, so there won?t be any synthetic people walking around anytime soon, but it may not be too long before bio-computers can keep an eye on our insides and make sure we?re doing all right. How thoughtful!

Alice Cooper, Doors guitarist playing at academy

SIOUX FALLS, S.D. (AP) ? A pair of Rock and Roll Hall of Fame members took the stage Thursday in South Dakota for the first show in a week of concerts benefiting a music academy for Sioux Falls Boys & Girls Clubs members.

Alice Cooper jammed with Robby Krieger of The Doors and a who's who of '80s glam and metal rockers to help christen the $3.6 million Brennan Rock & Roll Academy in Sioux Falls. Also taking the stage were Joey Allen of Warrant, former Skid Row frontman Sebastian Bach, bassist Chuck Garric and Eric Singer and Tommy Thayer of Kiss.

"These guys all know my songs, so I'll be doing four or five of my songs, and then a couple of Doors songs," Cooper told The Associated Press before the show.

Cooper, wearing black leather pants, a black vest, black jacket and black gloves, belted out The Doors' "Back Door Man," aptly channeling the late Jim Morrison as Krieger led on guitar.

Cooper then told tales of warming up for The Doors in the late 1960s before the band jumped into "Break on Through (To the Other Side)."

Earlier in the set, Krieger came out for a duet with Bach on the lesser known "Crystal Ship," the B-side to superhit "Light My Fire."

The all-star band also performed some Kiss songs, a cover of The Rolling Stones' "Brown Sugar" and a little Skid Row.

The $1,000-a-ticket concert is a fundraiser for the center, which is the brainchild of Sioux Falls native Chuck Brennan. Brennan, the founder of short-term lender Dollar Loan Center, based his idea on Cooper's Solid Rock Foundation in Phoenix.

Cooper said about 100 kids a night are flocking to his Solid Rock center, which opened about two years ago.

"If you take one kid out of a gang and get him involved in rock 'n' roll or get him involved in a guitar or bass or drums, you don't just change that kid, you change the neighborhood," he said.

The Sioux Falls academy has had the feel of an exclusive, intimate venue this week, but starting in April it will become the afternoon home for young people looking to learn or improve their skills in guitar, bass, drums, keyboards or vocals.

Lessons will be given in nine soundproof rehearsal rooms, five of which are wired to a professional mixing and recording studio. The four upstairs rehearsal rooms will honor Kiss, with each decorated as an homage to the band members' characters: The Demon, Starchild, Catman and Spaceman.

Kiss' Thayer, who grew up playing saxophone in a school music program before he ever touched a guitar, said the facility will spark kids' creative side.

"I'm blown away with this whole facility," Thayer said. "I think it's a great thing."

Cell reprogramming during liver regeneration

Friday, March 29, 2013

During embryonic development, animals generate many different types of cells, each with a distinct function and identity.

"Although the identities of these cells remain stable under normal conditions, some cells can be persuaded to take on new identities, through reprogramming," says Ben Stanger, MD, PhD, assistant professor of Medicine in the Division of Gastroenterology at the Perelman School of Medicine, University of Pennsylvania.

Researchers have been able to reprogram cells experimentally, but few have shown that cells can change their identities under normal physiological conditions in the body, particularly in mammals.

In the cover article of this month's issue of Genes and Development, Stanger, PhD candidate Kilangsungla Yanger, Yiwei Zong, PhD, and their colleagues, did just that in the liver of a mouse. Stanger is also an investigator in the Abramson Family Cancer Research Institute and the Department of Cell and Developmental Biology.

The adult liver contains two major cell types ? hepatocytes and biliary cells ? that differ dramatically in appearance and function. Hepatocytes are the main cell type in the liver, where they synthesize proteins and other macromolecules, and detoxify toxic substances. Biliary cells, on the other hand, line the bile ducts, which carry bile from the liver to the small intestine to help digest fats.

Using a sensitive method to tag and track how cells develop and differentiate, the researchers found that conditional expression of an activated Notch1 gene converted hepatocytes into biliary cells. Notch is an important receptor for relaying signals to tell cells how to develop.

What's more, after the researchers injured liver cells with a variety of toxins to stimulate wound healing, they found that over two to three weeks hepatocytes activated a biliary cell program on their own, acquiring the shape and function of biliary cells. These changes were dependent on the activation of endogenous Notch signaling.

"This is direct evidence that cells can be converted from one mature cell type to another in a live animal, as part of a normal response to injury," says Stanger. "We think that augmenting pre-existing cell reprogramming relationships may be another way to engineer cells for the treatment of diseases in which there are not enough bile ducts, such as cholestasis."

Drone industry worries about privacy backlash

(AP) ? It's a good bet that in the not-so-distant future aerial drones will be part of Americans' everyday lives, performing countless useful functions.

A far cry from the killing machines whose missiles incinerate terrorists, these generally small, unmanned aircraft will help farmers more precisely apply water and pesticides to crops, saving money and reducing environmental impacts. They'll help police departments find missing people, reconstruct traffic accidents and act as lookouts for SWAT teams. They'll alert authorities to people stranded on rooftops by hurricanes and monitor evacuation flows.

Real estate agents will use them to film videos of properties and surrounding neighborhoods. States will use them to inspect bridges, roads and dams. Oil companies will use them to monitor pipelines, while power companies use them to monitor transmission lines.

With military budgets shrinking, drone makers have been counting on the civilian market to spur the industry's growth. But there's an ironic threat to that hope: Success on the battlefield may contain the seeds of trouble for the more benign uses of drones at home.

The civilian unmanned aircraft industry worries that it will be grounded before it can really take off because of fear among the public that the technology will be misused. Also problematic is a delay in the issuance of government safety regulations that are needed before drones can gain broad access to U.S. skies.

Some companies that make drones or supply support equipment and services say the uncertainty has caused them to put U.S. expansion plans on hold, and they are looking overseas for new markets.

"Our lack of success in educating the public about unmanned aircraft is coming back to bite us," said Robert Fitzgerald, CEO of The BOSH Group of Newport News, Va., which provides support services to drone users.

"The U.S. has been at the lead of this technology a long time," he said. "If our government holds back this technology, there's the freedom to move elsewhere ... and all of a sudden these things will be flying everywhere else and competing with us."

Since January, drone-related legislation has been introduced in more than 30 states, largely in response to privacy concerns. Many of the bills are focused on preventing police from using drones for broad public surveillance, as well as targeting individuals for surveillance without sufficient grounds to believe they were involved in crimes.

Law enforcement is expected to be one of the bigger initial markets for civilian drones. Last month, the FBI used drones to maintain continuous surveillance of a bunker in Alabama where a 5-year-old boy was being held hostage.

In Virginia, the state General Assembly passed a bill that would place a two-year moratorium on the use of drones by state and local law enforcement. The measure is supported by groups as varied as the American Civil Liberties Union on the left and the Virginia Tea Party Patriots Federation on the right.

Gov. Bob McDonnell is proposing amendments that would retain the broad ban on spy drones but allow specific exemptions when lives are in danger, such as for search-and rescue operations. The legislature reconvenes on April 3 to consider the amendments.

"Any legislation that restricts the use of this kind of capability to serve the public is putting the public at risk," said Steve Gitlin, vice president of AeroVironment, a leading maker of smaller drones, including some no bigger than a hummingbird

Seattle abandoned its drone program after community protests in February. The city's police department had purchased two drones through a federal grant without consulting the city council.

Drones "clearly have so much potential for saving lives, and it's a darn shame we're having to go through this right now," said Stephen Ingley, executive director of the Airborne Law Enforcement Association. "It's frustrating."

In some states economic concerns have trumped public unease. In Oklahoma, an anti-drone bill was shelved at the request of Republican Gov. Mary Fallin, who was concerned it might hinder growth of the state's drone industry. The North Dakota state Senate killed a drone bill in part because of concern that it might impede the state's chances of being selected by the Federal Aviation Administration as one of six national drone test sites, which could generate local jobs.

A bill that would have limited the ability of state and local governments to use drones died in the Washington legislature. The measure was opposed by The Boeing Co., which employs more than 80,000 workers in the state and which has a subsidiary, Insitu, that's a leading military drone manufacturer.

Although the Supreme Court has not dealt directly with drones, it has OK'd aerial surveillance without warrants in drug cases in which officers in a plane or helicopter spotted marijuana plants growing on a suspect's property. But in a case involving the use of ground-based equipment, the court said police generally need a warrant before using a thermal imaging device to detect hot spots in a home that might indicate that marijuana plants are being grown there.

In Congress, Rep. Ed Markey, D-Mass., co-chairman of the House's privacy caucus, has introduced a bill that prohibits the Federal Aviation Administration from issuing drone licenses unless the applicant provides a statement explaining who will operate the drone, where it will be flown, what kind of data will be collected, how the data will be used, whether the information will be sold to third parties and the period for which the information will be retained.

Sentiment for curbing domestic drone use has brought the left and right together perhaps more than any other recent issue. "The thought of government drones buzzing overhead and constantly monitoring the activities of law-abiding citizens runs contrary to the notion of what it means to live in a free society," Sen. Charles Grassley, R-Iowa, said at a recent hearing of the Senate Judiciary Committee.

Privacy advocates acknowledge the many good uses of drones. In Mesa County, Colo., for example, an annual landfill survey using manned aircraft cost about $10,000. The county recently performed the same survey using a drone for about $200.

But drones' virtues can also make them dangerous, they say. Their low cost and ease of use may encourage police and others to conduct the kind of continuous or intrusive surveillance that might otherwise be impractical. Drones can be equipped with high-powered cameras and listening devices, and infrared cameras that can see people in the dark.

"High-rise buildings, security fences or even the walls of a building are not barriers to increasingly common drone technology," Amie Stepanovich, director of the Electronic Privacy Information Council's surveillance project, told the Senate panel.

Civilian drone use is limited to government agencies and public universities that have received a few hundred permits from the FAA. A law passed by Congress last year requires the FAA to open U.S. skies to widespread drone flights by 2015, but the agency is behind schedule and it's doubtful it will meet that deadline. Lawmakers and industry officials have complained for years about the FAA's slow progress.

The FAA estimates that within five years of gaining broader access about 7,500 civilian drones will be in use.

Sen. Rand Paul, R-Ky., recently drew attention to the domestic use of drones when he staged a Senate filibuster, demanding to know whether the president has authority to use weaponized drones to kill Americans on American soil. The White House said no, if the person isn't engaged in combat. But industry officials worry that the episode could temporarily set back civilian drone use.

"The opposition has become very loud," said Gitlin of AeroVironment, "but we are confident that over time the benefits of these solutions (drones) are going to far outweigh the concerns, and they'll become part of normal life in the future."

Marital conflict causes stress in children, may affect cognitive development

Mar. 28, 2013 ? Marital conflict is a significant source of environmental stress for children, and witnessing such conflict may harm children's stress response systems which, in turn, may affect their mental and intellectual development.

These conclusions come from a new study by researchers at Auburn University and the Catholic University of America. The study appears in the journal Child Development.

Researchers looked at 251 children from a variety of backgrounds who lived in two-parent homes. The children reported on their exposure to marital conflict when they were 8, providing information on the frequency, intensity, and lack of resolution of conflicts between their parents. The study gauged how children's stress response system functioned by measuring respiratory sinus arrhythmia (RSA), an index of activity in the parasympathetic branch of the body's stress response system. RSA has been linked to the ability to regulate attention and emotion. Children's ability to rapidly solve problems and quickly see patterns in new information also was measured at ages 8, 9, and 10.

Children who witnessed more marital conflict at age 8 showed less adaptive RSA reactivity at 9, but this was true only for children who had lower resting RSA. In addition, children with lower baseline RSA whose stress response systems were also less adaptive developed mental and intellectual ability more slowly.

"The findings provide further evidence that stress affects the development of the body's stress response systems that help regulate attention, and that how these systems work is tied to the development of cognitive ability," explains J. Benjamin Hinnant, assistant professor of psychology at the Catholic University of America and one of the researchers.
